Federal funding agencies will be announcing their implementation timelines for the new forms.
NSF will implement the forms using SciENcv effective for all proposal deadlines on or after May 20, 2024. See the new NSF PAPPG (24-1) for more information.
Federal agencies have established requirements and guidelines for investigators to disclose all forms of research funding, in-kind support of research, and detailed information about significant research collaborations related to federally funded projects. All forms of support must be reported, regardless of where it comes from or where the research is being performed. Federal sponsors are particularly interested in foreign collaborations on federally funded projects. Click on the agency-specific pages to review the requirements. DoE employees and contract workers are prohibited from participating in foreign government talent recruitment programs of countries designated by DoE as a foreign country of risk.
"Although Co-Is or collaborators employed by non-U.S. organizations may be identified as part of a proposal submitted by a U.S. organization, NASA funding may not support research efforts by non-U.S. organizations, collaborators or subcontracts at any level, including travel by foreign investigators. The direct purchase of supplies and/or services, which do not constitute research, from non-U.S. sources by U.S. award recipients is permitted."
